  18. <p>     The declaration lasted only five minutes, but it may turn
  19. out to be the most important five minutes of President Alfredo
  20. Cristiani's career. On national television last week, Cristiani
  21. admitted, "It has been determined that there is involvement of
  22. some elements of the armed forces" in last November's slaying
  23. of six Jesuit priests.

  25. <p>     Cristiani had little choice but to pursue a vigorous
  26. investigation. In the past, the few human-rights cases that
  27. have been prosecuted resulted in the conviction of only
  28. low-level military personnel. This time an irate U.S. Congress,
  29. which is considering $387 million in military and economic aid
  30. to San Salvador this year, demanded a thorough inquiry reaching
  31. into the highest levels of the Salvadoran military.

  33. <p>     Though no arrests have yet been made, two lieutenants and
  34. 45 soldiers were detained last week, and the commander
  35. responsible for the zone where the priests lived was confined
  36. to quarters.
